Since it’s a regional issue advise any leader in EALA, consultation of the string of right people and institutions before they resolve misfiringly will aid smart decisions. Tanzania has no total ban but a 50 micronage recommendation.
Rwandan EALA MP,Hon Patricia Hajabakiga introduced this on floor of the regional parliament, but she is definately misleading the countries which already have enormous industrial establishment. RWANDA banned plastics at the time they never had serious industries but just juakali ones.

Aligning it to Kenya and Tanzania where souls of investors only produce sale and no recycle, will be a lamentable step. But in both countries, investors can be encouraged to develop Plastic recycling lines along their wide industrial establishments.
